Why so many torched cars?

All summer long my family listens to the scanner in case there is a fire. Daily, we have been hearing calls for all of the fire departments of the county to put out burning vehicles. What is up with this? Why are people torching cars in August?! And lastly, are people being fined for endangering the whole county?
