We pay to do their work?

I have never written to you, but I’m perplexed and need to sound off.

I live in a neighborhood where a person owns more than 30 cats! Animal Control is very aware of this problem and gave me the cat owner’s name. Animal Control’s answer to the problem is this: We, the homeowner, trap the cats and turn them in to the Animal Control Facility.

I would like to know what their responsibility is. Why do I have to do their work?

They have been aware of this problem, and I’m wondering why and how it’s been allowed to get so out of control?

The last I heard, it’s illegal to trap animals in the state of California without proper permits. We pay a lot of taxes and or fees to maintain Animal Control. So we can do their jobs?
