Should old airport land be returned to donor?

I have been following the recent efforts of the Nevada City Council to find a use for the old Nevada City airport land.

I may very well be wrong, but I seem to recall hearing, many years ago, that the deeding of the land to Nevada City was contingent on the property being used as an airport. If, eventually, an airstrip was not forthcoming, the land was to revert to the person who made the initial gift of the land or any heirs. In other words, if the area isn’t used for aircraft use, shouldn’t it be returned to whomever donated the land in the first place? Just asking . . .
