• Proposal to make sure all elder care facilities have to install and maintain a backup emergency generator with an alternative fuel source for basic lighting, any necessary life support equipment and elevator access during any electricity outage. The proposal would also require elder care facilities that expand by 20 percent to offer 10 percent of all units for lower income people and another 10 percent, for median income residents.
