Mayor clarifies status of SDAs

In reviewing your Sept. 20 story on “Who speaks for the city?,” I was quoted as saying “these projects haven’t been submitted to the city.” To clarify, the SDA projects haven’t been submitted for formal review by the Planning Commission or City Council, but the Community Development Department has received application materials on two of the four SDA projects over the past year.

As you maybe aware, the City Council has directed that applications for the SDAs could be filed and reviewed by the city while the SDA Market/Fiscal/Jobs-Housing Study is underway, but any EIR [environmental impact report] prepared for an application cannot be released unless and until the study was accepted as complete. It is also clear that the SDA Study will need to be completed and the preference for initiating any General Plan amendments resolved by the City Council prior to any of the SDA applications being formally considered.

A brief status report on these applications is provided below:



• Southhill Village Master Plan: Application filed; EIR under preparation.

• Northstar Specific Plan: Application filed; initial study being prepared.




• Loma Rica: Application not filed.

• Kenny Ranch: Application not filed.

The status of these applications has not changed since the last time a status report was provided to the City Council by the Community Development Department on June 22, 2004.
