Long-term plans for Iraq?

I read that several billion dollars have been sunk into airbase construction in Iraq, where as the basic rebuilding has gone basically unfulfilled.

There are now at least four super airbases and soon to be completed Camp Victory at the Baghdad airport. These are being built as part of Mr. Bush’s “draw down” of troops, though he is changing to an indiscriminate air war, attacking more innocent Iraqis which is reminiscent of the Vietnam War. It’s too bad that George avoided serving overseas, after been trained to fly jets. Then he might have a better idea of the futility of his latest “adventure.” But no, the only reason for attacking Iraq was to move the military bases there.

So when he says that he’s going to remove the troops, but stay the course; ask exactly what that course really is?
