Fran Freedle: Prop 15 strips protections of Prop 13

Proposition 15, the split-roll initiative, is a misleading way to undermine Proposition 13 tax protections. Proposition 15 is not about addressing unfair benefits for wealthy corporations nor it is about helping to educate little kids. Proposition 15 strips long-standing Proposition 13 protections from residential property.

Remember Proposition 13, the landmark voter-approved measure from 1978 preventing government from using ever-higher property valuations to jack up taxes? It limits property tax increases to 2% annually providing certainty so that homeowners and small businesses can afford their taxes in the future.

Proposition 15 gives legislators the power to define what constitutes commercial use of residential property including how much income a home-based business generates. They can impose new taxes by creating two classes of home businesses, one that qualifies as mixed-use property subject to reassessment and another that will retain residential designation with limited commercial use.

At a time when more Californians than ever are conducting business from their homes, this could result in skyrocketing property taxes for homeowners. With this measure, total property taxes will grow to between $8 billion and $12.5 billion by 2025. And, we can expect the exponential effect with consumers paying more for everything produced in our state.
