Lawmakers don’t have to read bills?

It is apparently against the law for a banker to sign a foreclosure document he/she has not read completely, but it is perfectly acceptable for our elected lawmakers sign into law a 2,000-plus page set of rules so that they can find out what the rules are. I must be missing something!
