Household dilemma

We have received our property owner ballot on the proposed Fire Suppression Benefit Assessment. The ballot is addressed to both my husband and me (as it should be since we are joint owners). However, there is space for only one signature. If we should disagree, it definitely creates a dilemma. In my opinion, everyone should have a vote on this, even renters. Fire suppression services are important to everyone. Thanks for letting me express my opinion.
