A reader asked why so many drivers are ignoring the new law requiring headlights when wipers are in use. The answer is lack of enforcement. How many tickets have been written by Grass Valley and Nevada City police for this offense? I’d guess somewhat short of “none.” (I flicked my headlights on-and-off at a local police car driving with wipers but no headlights.) So many laws, not enough traffic cops. (DUIs bring in big bucks, headlight violations just a piddly fine. Could that be it?)
