GOP insensitive to animals

As the state legislative session intensifies, I have a question that perplexes me. Why do Republican legislators show little concern for animal welfare?

I recently did a cursory survey of the 1982-2005 legislative voting charts published annually by PawPAC, California’s nonpartisan political action committee for animals. Of the 150-plus animal bills introduced during that 24-year period, only 11 were introduced by Republicans and none since 2001. Worse, a majority of the GOP routinely vote against all such bills.

What accounts for such hurtful politics? Are Republicans genetically predisposed to oppose animal welfare? It would seem so.
