Dorsey interchange

The Golden Center Freeway is perhaps the world’s shortest freeway. Granted, some of the off-ramps appear to be designed by dyslexic engineers, but I see plenty of perfectly good ways to enter and exit. Further, I would hazard a guess that Golden Center Freeway is in the top 10 percentile in terms of exits per mile, and Grass Valley/Nevada City is in the top 1 percentile in terms of off ramps per capita. On what basis is another off-ramp such a high priority?
