Disappearing fees

I keep reading about signal light fees the Weavers and now the Pardinis are having to pay for lights to be installed on Idaho-Maryland Road. My late father, Ed Heilmann, owned and developed Spring Hill Drive. He was required to pay a fee for a “future traffic light” on Idaho-Maryland Road back in the mid-eighties. The developers of Whispering Pines also had to pay this fee. I suspect any other new building/development since then in this area also paid. Where is this money? Is it still sitting in some account or did the city siphon it off to some consultant? I also read in The Union that the Pardinis and the Weavers are being “paid back” at some future time. Does this hold true for all the previous fee payers?
