Campaign Fund shortfall questioned

The Federal Election Commission reported that somehow – even without Kerry, Dean and Bush taking federal money – the FEC Matching Campaign Fund is experiencing a shortfall. For example: The Kucinich Campaign is owed over $2 million as of Feb. 3, but the FEC will only be contributing 46 cents on the dollar due to lack of funds. They promise to pay the balance sometime after April 15.

Promise? What does this mean? What kind of explanation and accounting can they give for the shortfall? Has the ever-greedy government robbed Peter to pay Paul?
