Weapons of meth destruction?

Regarding marijuana, District Attorney Cliff Newell is quoted in The Union as saying marijuana is not harmless because it is traded for large amounts of meth cooked in Mexican labs. Is he actually trying to make a connection between local marijuana growers and Mexican meth labs?

When I think of marijuana, I envision dancing, smiling flower children. When I think of meth, I envision violent, raging, mindless zombies. When I think of government officials trying to connect A with B without proof to attain a desired result, I think of “weapons of mass destruction.”
