Thanks to Grass Valley for protecting creeks

I am writing to congratulate the Grass Valley City Council. On Oct. 23, the City Council unanimously voted to adopt the “Creek and Riparian Resource Protection” measure, which protects creeks within the city limits by requiring a setback for new development. A 30-foot setback will help to maintain water quality by locating development away from creek banks. This in turn will allow rain to be absorbed into the porous soils bordering the creeks, removing sediment and contaminants, allowing groundwater recharge and minimizing flooding.

I am grateful that the City Council modified the original version by adding additional setback requirements for properties that are annexed into the city. In this case, on larger parcels, the setback will be larger. This recognizes that larger setbacks are beneficial where they can be fairly established without being burdensome to property owners.

I am also grateful that the modified version requires management plans to be established whenever an exception is granted. This safeguards watercourse protections while maintaining the flexibility needed to ensure that this measure will also meet the needs of property owners.
