Yuba County to get report on development near Beale

An environmental study on a proposed development near Beale Air Force Base that would house 15,000 people today goes to Yuba County officials in Marysville.

No action will be taken on the final environmental impact report of the Yuba Highlands Area Plan, county Planning Division Project Coordinator Christine Kohn said Tuesday. But planners and developer Gary Gallelli will make presentations and answer questions from officials.

The 2,900-acre project proposes to build nearly 5,100 residences just west of the Nevada County line near Beale Air Force Base and Smartville.



Members of the Yuba County Board of Supervisors and the county Planning Commission will receive the report at a workshop.

Yuba planning commissioners could decide whether to recommend that supervisors certify the report as adequate at their meeting at 6 p.m. on Nov. 15, also in Marysville, Kohn said.




The 616-page draft environmental report concluded the development would:

• Diminish open space and threaten habitat for rare creatures.

• Increase traffic and traffic noise and pollute the air.

• Cause significant traffic jams along Highway 65 in Wheatland.

The final environmental report will include comments from more than 70 people addressing some of these issues, Kohn said.

According to the environmental impact report, the housing proposal includes:

• 4,534 single-family houses on 1,768 acres of the property

• 424 units of multifamily dwellings on 95 acres

• 658 acres of open space

• 180,000 square feet of commercial businesses on 20 acres

• 836,000 square feet of office park space on 64 acres

• Two elementary schools and one middle school on 36 acres

• One fire station and a wastewater treatment plant

• Two golf courses on 419 acres

• 180 acres of roads and future roadways
