Workers in Cypress Hill area

I live in the Cypress Hill neighborhood. On Friday, Oct. 8, there were at least 10 men working to fill in cracks in the roads throughout the neighborhood. It looked quite simple to do and I would like to know why so many guys – most just standing around – were getting paid for nothing? Not to mention, it looks worse than it did! They were in the neighborhood eight hours and every time I drove by them only one or two were working. Is this a waste of money or what? How can jobless people get on this bandwagon? It disgusted me!
