Woman with same name confused with embezzler

Joy Richards, a county Healthy Families community outreach worker, is not the woman with the same name who admitted last week to embezzling nearly $5,000 from a Grass Valley Boy Scout troop.

Richards said the identity mix-up has put her in some uncomfortable situations lately.



“People from work, people from church, people I don’t know are connecting me to the embezzlement,” said Richards, who works at the county’s Adult and Family Services Agency.




Joy C. Richards, 48, of Grass Valley pleaded guilty March 12 to embezzlement charges. She was sentenced to 90 days in county jail and given three years’ probation.

Joy A. Richards, 23 and also of Grass Valley, said she’s concerned the identity mix-up might tarnish the image of the Healthy Families Outreach Program and discourage people from seeking her assistance in applying for the program.

Richards does community outreach work to help people enroll in the state-funded program, which provides insurance for the children of working families.

The Healthy Families Program is available to families that don’t qualify for Medi-Cal, but whose incomes are below 200 percent of the poverty level.

“The reason we outreach to the community is because so many families qualify but don’t know about the program, or think they make too much to qualify,” Richards said. “Parents who qualify can get full coverage for their children for just a few dollars a month.”
