NID to ponder its future, finances today

How to shore up a crumbling system and yet build for a booming future?

That question will be the focus of a Nevada Irrigation District public workshop that begins at 9 a.m. today in the district office board room at 1036 W. Main St. in Grass Valley.

Last December, the directors raised rates an average of 4 to 5 percent, the 25th time in 27 years that ratepayers were given an increase. Several fees were raised 7 percent, as well.



NID had a healthy reserve of almost $58 million at the time, and some customers wanted to know why the increases were needed in the face of such a large cache of rainy-day funds.

But the district has had to dip into its reserves four times in the past five years to balance its budget. Directors are also concerned that replacement and growth needs could soon erase the reserve.




The district is faced with the replacement of old and deteriorating flumes, canals and other facilities for its existing customers in Nevada and Placer counties. Booming expansion in Placer County around Lincoln and Auburn have compounded the situation, because NID is compelled by law to service residents there who are within its boundaries.

That has the district already planning for construction of a multimillion-dollar water treatment plant near Lincoln in conjunction with the city.
