NID selects new finance chief

The Nevada Irrigation District has appointed of Marie G. Owens as the district’s new finance manager.

Owens, who comes to the area from Evergreen, Colo., will oversee financial planning and budgeting, accounting, customer service and cashiering. Owens has considerable experience in financial management, accounting and auditing, with backgrounds in both the public and private sectors.

She has owned and operated her own financial consulting firm, served as financial manager for the Evergreen Metropolitan District and as senior auditor/accountant and interim director of accounting for Jefferson County, Colo. Prior to joining NID, she worked as a temporary comptroller for Nye County, Nevada.

She holds a bachelor’s degree in accounting from Herbert H. Lehman College, City University of New York; and an MBA from the University of Montana. A licensed certified public accountant (CPA) in both New York and Colorado, Owens plans to obtain a California license.

Owens said she and her husband, Richard Swinney, a retired petroleum engineer, are looking forward to buying a home and settling in the Grass Valley area. She succeeds longtime NID finance manager Tess Andrews, who retired.
