Nevada County man charged in Yuba River water theft

NC man charged in Yuba River water theft

A criminal complaint has been filed against a man accused of stealing water from the Yuba River and pumping it into a tank on a truck.

Juan Luis Minguela Lugo Sr., 31, was charged in Yuba County Superior Court with misdemeanor theft of a utility service from the Yuba County Water Agency and misdemeanor theft of personal property.



Two men backed up a truck with a 500-gallon to 1,000-gallon tank to the river just below the Parks Bar Bridge on Highway 20 on Aug. 1, Sean Pirtle, the state Fish and Wildlife warden for Yuba County, said.

Only one man was charged.




“It was his truck, his pump and our water,” said District Attorney Patrick McGrath, who filed the charges on Monday.

Pirtle said he suspected the men had stolen water on multiple occasions and he suspected it was for an illegal marijuana grow.

The intention was unknown to McGrath, who said the investigation is complete.
