Former Yuba City leader hired

A former Yuba City manager will take over Grass Valley’s top administrative post on an interim basis beginning Thursday.

Grass Valley City Council members on Tuesday hired Jeffrey Foltz as their next city administrator as they prepare a search for a full-time replacement.

Foltz, who was at Tuesday’s council meeting, said he’s had about 30 years of experience in city government, 25 of those as a city manager. Prior to retiring last year, Foltz was the Yuba City manager for 20 years.



“I’ll stay on board until they hire someone,” Foltz said. “The council does not want to stay stagnant while they recruit.”

Foltz was hired at an hourly rate of $75 an hour a week after council members interviewed him and two other candidates for the interim post. Because of his retired status, Foltz can work a maximum of 960 hours total in the job.




Council members have said they hope to hire a new city administrator by August. They could hire a professional search firm by the end of the month.

Before the Yuba City post, Foltz held city leadership positions in Susanville, Clovis and Los Alamitos. He currently lives in Rocklin and said he’s likely to commute to Grass Valley.

Gene Haroldsen, the former city administrator, was fired by the City Council on Feb. 6 after 15 years in that position.
