Child neglect chief cause of student with failing grade

When a student receives “F’s” on their report card, there is no need to question the validity of such grades. Most obvious is child neglect.

Also, the school is missing the legal obligation to seek and avert the conditions which lead to such dismal outcomes.

“An ounce of prevention,” “a stitch in time.”
