Bob Joehnck is a land-use lawyer who specializes in environmental and government issues. He has served as a housing and mining lawyer for the state and is executive director of Project Jump Start in Nevada County.

“We need limited growth” in the south county, Joehnck said. He is afraid of the Higgins Corner area looking like Auburn and believes most growth should happen in the Grass Valley and Nevada City area, where the county’s population is centralized.

The proposed Bear River Plaza and Higgins Marketplace shopping centers “bust the general plan,” and there is a better way to grow, Joehnck said.



Widening Highway 49 to four or five lanes from Grass Valley “is an idea whose time has come and gone,” said Joehnck, 67.

The estimated cost of the project is $200 million to $300 million, and “That money doesn’t exist anymore.”




Though widening Highway 49 is not high on Joehnck’s priority list for the county, existing entries and exits of the road need to be improved, he said. The county needs to take a harder look at its budgeting process and should utilize the old HEW Building land to get it on the tax rolls.

Nevada County’s ozone and air pollution problems come from the Bay Area and Sacramento, Joehnck said. The supervisors “need to keep the pressure up” on the state legislature and U.S. Congress to battle those emissions.

A senior center, an adult day care center and transportation are all needed in the south county, Joehnck said. The transportation services could be used for medical and shopping trips and should be able to cross county lines.
