Board will hear concerns on property tax issue

Nevada County supervisors will hear the concerns of property owners Tuesday who say they’ve been overtaxed by the county Assessor’s Office.

“We’ll open it up to public discussion and see where it goes,” said Assessor Dale Flippin. “Hopefully we can educate the board and property owners about tax laws as they relate to Proposition 13.”

Attorney Mike Lasich brought the matter to the board last month and said he was representing more than 50 property owners who feel their property is appraised at too high a value.

“Now we’re getting close to 100 people who have inquired about this,” Lasich said Friday.

Proposition 13 – California’s landmark property-tax reform measure passed in 1978 – prohibited assessments from rising more than 2 percent a year.

Flippin said, however, that his office has applied the tax code properly and consistently with the method of assessment used by every county in the state.

This method allows appraisals to be raised beyond the 2 percent limit when recapturing tax revenues from lean years when the real estate market was down.

Lasich said this method of taxation is being disputed in Orange County.
