Alleged serial groper arrested in Grass Valley

A 20-year-old Nevada City man, Riley Mispley, who reportedly has been terrorizing women on the streets of Grass Valley for the past year was arrested Friday.

During the past year, Grass Valley Police officers and detectives have been investigating multiple reports of a man grabbing or touching women in a sexual manner as they walked alone, often in broad daylight in populated areas.

One woman said she was walking into the Safeway on Sutton Way in the middle of a Saturday afternoon back in February. She said the man grabbed her buttocks and then ran.



That woman reported it to store management and then the police department.

A similar bold daylight assault was described by another victim as happening early last week. She said she was walking on East Main Street when the man pulled her shirt down and grabbed her breast. He then groped her crotch, she said.




The woman, who was embarrassed and frightened, did not report the assault immediately. A friend’s mother eventually reported it for her, she said.

In all, a total of nine incidents were reported, according to a post on the police department’s Facebook page.

After countless hours of investigating and interviewing victims and witnesses, officers were able to identify a suspect but had not yet located him.

But at about 11:57 a.m. Friday, a woman called 911 to report she had been grabbed in a sexual manner while walking near the bus stop in downtown Grass Valley. Within a few minutes, a second caller also reported being touched while walking downtown. Both victims provided similar descriptions of the suspect.

One of the victims said she was walking up the sidewalk at Bank and Mill streets when someone ran up behind her at full speed and ripped up the back of her skirt, exposing her. As in the earlier assaults, the suspect immediately fled, ducking into a public parking lot.

Based on the incidents and suspect description, it was believed it was the same man — and this time he was quickly located. Grass Valley and Nevada City detectives, along with Placer County Probation, located Mispley on McCourtney Road near the Mill Street intersection.

Mispley was arrested and booked into the Wayne Brown Correctional Facility on suspicion of lewd and lascivious acts, and was being held in lieu of $250,000 bail. Other misdemeanor charges are being filed with the District Attorney’s office, according to the post.

Mispley is on three years formal probation in Placer County after being arrested in May and charged with false imprisonment by violence and sexual battery with restraint, according to court records. He pleaded no contest to both charges as misdemeanors in September and was sentenced to 308 days in jail with full credit for time served and good conduct.
