Dead friend would have wanted them to party

At 11:50 p.m. Sunday, a woman from the 100 block of Ophir Street in Grass Valley reported people having a loud party.

She said when she asked them to quiet down, they said they had a friend who passed away and he would want them to party. It was quiet when officers arrived.
