Man arrested by Grass Valley Police in connection with charity fraud

A man who reportedly was collecting charitable donations for veterans — but pocketing the funds — was arrested Thursday in Grass Valley.

Marcus James Hill, 27, of Citrus Heights, had set up donation sites in Grass Valley and was collecting donations for National Paradigm Foundation, a Vallejo-based nonprofit group that helps veterans in need, said Grass Valley Police Officer Brian Hooper.

An officer became suspicious of Hill and looked into his employment, discovering that he initially had been fired by the organization in November, then re-hired in February.



“He collected donations, but never turned the money over,” Hooper said, adding that the investigation is ongoing. “We’re trying to figure out how much money he collected.”

Hill was contacted as he drove up to Grocery Outlet on Sutton Way, Hooper said. The officer reportedly noted he smelled of alcohol, and determined he was under the influence.




He was booked into county jail on suspicion of embezzlement, grand theft, and obtaining money under false pretenses, as well as driving under the influence, and is being held in lieu of $16,948 bail. Anyone with information or who is a potential victim can contact the GVPD at 530-477-4600.
