Council blocks cabin construction

I am one of those people who would have a developer pay into the system for infrastructure that the development would impact.

But hindering the construction of two small, low-income cabins and a carport because of a requirement to build curbs and gutters is over the top. This seems like form over substance. Do we really need curbs and gutters along one block of Main Street for some attractive, low-income cabins?

The owner has already done a remarkable job of turning some falling-down shacks into attractive dwellings. The city should be encouraging her, not creating roadblocks. What is the Grass Valley City Council thinking?
