Conflict of interests?

Reading a letter to the editor in regard to the certain adverse impacts on this area of several proposed enormous developments prompts me to question the propriety of a land surveyor (John Spencer) running for a seat on the county Board of Supervisors in District 3 while his wife (Patty Ingram) sits on the Grass Valley City Council and holds the position of mayor. Is this not an obvious conflict of interests? At the very least, a married couple holding these positions of influence would seem to be an overload of developmental interests on our joint governing bodies.
