Christoffel announces retirement as Nevada County’s deputy CFO

Joe Christoffel, Deputy County Executive/CFO, has announced his retirement which will be effective at the end of this Fiscal Year, June 30, according to a Friday memo from County CEO Rick Haffey.

Christoffel started with the County in 2002 and has been instrumental in maintaining the fiscal health of the county during a time of great economic uncertainty, Haffey wrote.

“He instituted prudent budget practices and an annual budgeting process which has served the county well and has engendered the confidence of the Board of Supervisors and myself,” Haffey wrote.

“Joe was instrumental in many county projects that led to maintaining the financial stability of the county, including negotiating a 20-year comprehensive Solid Waste Franchise Agreement with Waste Management increasing county franchise revenues by $900,000 annually.”

Other successes Haffey listed were: refunding the county’s Facilities Certificates of Participation (COP) bonds resulting in saving approximately $50,000 in interest annually for the remainder of the bond life; providing key analysis during labor negotiations; overseeing the Airport operations through some knotty issues; and often coming to the rescue of many a county department when they had found themselves facing financial challenges.

“Joe will also be remembered for his Midwestern sensibilities and sayings such as “we must keep our powder dry” and ‘vigilance above all’ and ‘let the issue mature,’” Haffey wrote. “I want to extend my sincere appreciation for Joe’s leadership and wish him well in his future retirement. We will begin to recruit for Joe’s replacement this spring and will work toward a smooth transition.”

County offices closed next week due to planned furloughs

Nevada County offices will be closed this Monday through Jan. 1, in observance of the December holidays and previously announced furlough days.

Closures will not impact access to public-safety and other 24-hour operations. The following departments will be open during designated furlough days: Departments of District Attorney, Sheriff, Probation, Public Works, Registrar of Voters, Clerk-Recorder and Public Defender.

The furlough days are noncompensated and were negotiated with the labor unions as a way to save money during a time of significant revenue decline. According to Haffey, each furlough day saves the county approximately $135,000, for an overall savings of $675,000 for the year.

The CEO’s Office has worked closely with county departments over the past four months to inform residents of the upcoming office closures through a coordinated approach with community partners, Haffey wrote.

A series of press releases, community letters/e-mails and newsletters have been sent out. Signage has been posted on all county facilities and the departments have updated their phone systems and websites with pertinent information.

“We encourage residents to plan ahead for needed services and to visit the County website,, for online services,” Haffey wrote. “We recognize the inconvenience these closures may cause to citizens who rely on county services. We look forward to reinstating full operations and serving the public on Jan. 2, 2013.”
