Can you live on $850 a month?

I have been a disabled person for 20 years. In the past I have received around $900 a month subsistence, as most disabled people in this state have been getting. This year, our governor reduced the amount by around $50 a month to all disabled people in the state to rebuild his deficit. Does he have no heart at all? Or would he like to get disabled as we are? Could he live on $850 a month?
