The official who won’t talk

We have an interesting situation developing. A person who was appointed to fill an elected official’s position insists that all questions be submitted in writing or that person refuses to talk to the media. We, of course, like to do live interviews so we can do follow-up questions and then quickly write our stories so we can post them on our Web site. What do you think? Should we let the officials establish the ground rules for communication or should we insist that public officials talk not only to the media but to the taxpayers they are getting paid to serve?
