Grass Valley council to talk personnel, film commission

Today’s regularly scheduled meeting of the Grass Valley City Council will be the first since the resignation of City Administrator Dan Holler and the hiring of Jeff Foltz as a consultant to fulfill some of the municipal executive tasks.

One of Foltz’s tasks is to craft the framework to allow him to be hired as an interim city manager in lieu of interim city administrator because the state’s employee pension program prohibits someone from being employed in that position twice — Foltz was interim city administrator prior to Holler’s 2008 hiring.

Prior to the open-to-the-public portion of today’s meeting, acting City Administrator Tim Kiser is scheduled for closed-door talks with Foltz and the city’s outgoing finance director, Roberta Raper.

Additionally, one item on the consent calendar, which are topics not expected to necessitate discussion and passed as a group, is a $70,000 allocation to fund temporary financial services until Raper’s replacement is found.

Items up for discussion during the public portion of today’s meeting include a proposal for a regional film commission, a proposal for an roundtable to talk about fostering the local economy and jobs and a discussion about sending seven employees to emergency management training.
