A caller reported the man inside a Chevrolet at Alta Vista Drive and Alta Street shortly after midnight Friday, according to dispatch reports.
Officers found Vincent Michael Joseph Nigro, 29, passed out inside the vehicle, said Sgt. Joe Matteoni.
