Former CHP officer faces charges of sex with minor

A Truckee California Highway Patrol officer remained in the Nevada County jail Friday after he was arrested for alleged sexual acts with a minor.

Officer Robert C. Holland, 46, was arrested at his Loyalton home Tuesday on several counts, said Sgt. Scot Loetscher.

The arrest was made by his fellow CHP officers as they executed a search of his home, Loetscher said.

“These are serious allegations and very disappointing to the organization, but it should not be a reflection on 11,000 employees who go out every day and do their job to provide safety and services to California,” Loetscher said.

The age and gender of the minor was not being released to the public, Loetscher said.

The allegations against Holland were brought to the CHP less than a month prior to Holland’s arrest, Loetscher said.

“It was a very fast process from time we got them and the time we served the warrants, 30 days,” he said.

Holland was booked into the Nevada County Jail in Nevada City Tuesday evening on three felony charges, including oral copulation with a person under the age of 18, sending material with the intent of seducing a minor and a charge of forcible sexual penetration. He also faced a misdemeanor charge of annoying or molesting a child under the 18 years old.

After his booking, Holland resigned his CHP position Wednesday and was still being held in lieu of $100,000 bail at the Nevada County Jail Friday.

In addition to the ongoing criminal investigation, CHP is conducting an internal administrative investigation, Loetscher said.

“Confidence of the public should not be harmed,” Loetscher said. “If we find out an employee unbecoming of an officer, we take care of business.”
