Thirty new homes and 121 acres on the southern edge of Grass Valley have been approved and will be incorporated into the city.
In a 5-0 vote, City Council members approved Berriman Ranch, a development that includes 121 acres, but only proposes 30 units on 10 of its acres for now.
The development would extend Piccadilly Lane into the new residences, and connect in an emergency-access-only road out to Taylorville Road, said Planning Director Tom Last.
"This really provides an example of what a planned development should be," Last said.
Residents of the neighboring Carriage House community were concerned about the additional traffic the project could add, not just in the 30 homes being approved now but any that could be approved on the remaining 111 acres - potentially 91 more homes, said Dennis Babson.
"Our biggest concern is the emergency access; we'd like to see that as a viable alternative access as a proposal for the subdivision as it gets more developed," Babson said. "That's very important to us."
The project wasn't originally slated to be annexed by the city until 2016, said project proponent Dale Creighton of SCO engineering.
The city wasn't initially interested in moving forward sooner than 2016, he added.
But when the project started to move forward with the county, the city decided it was best developed to Grass Valley standards, said Councilwoman Lisa Swarthout.
"There are a number of issues in having it develop inside the city versus the county. One is infrastructure; the county doesn't require curb, gutter and sidewalk," Swarthout said. "I'm pleased we're able to get this versus going to the county, I think it's in the best interest of the city."
In other business, incumbent Dan Miller and newcomer Jason Fouyer were sworn in to the City Council, Jan Arbuckle was unanimously voted in as the new mayor, and Dan Miller was voted in as the vice-mayor in a 4-1 vote, Yolanda Cookson against.
Outgoing Councilman Chauncey Poston and outgoing Nevada County Supervisor John Spencer were also recognized by the council for their service.
