As Grass Valley takes the formal steps to overhaul its governance structure, switching from a city administrator model to a city manager, it has published a job posting for the new leadership position, including details about compensation.
The new city manager’s salary range is between $137,500 and $165,000 annually, depending on the qualifications of the selected candidate, the city said in the job listing on its website.
Other compensations include a California Public Employees Retirement System package of 2.5 percent at 55 years old for applicants who have already paid into the system, but only 2 percent at 60 years old for new members to the pension program.
Compensation includes medical, dental and vision packages and a $50,000 life insurance policy, plus programs for a spouse and eligible dependents. It also includes a long-term disability insurance plan with a benefit of 60 percent of monthly salary with a cap.
The position will also be allocated between 256 and 336 hours of time off per year.
In total, the city is offering a benefits package equivalent to 52 percent of the salary, explained the city council’s members at its Oct. 7 meeting.
Candidates must possess a bachelor’s degree with major work in public administration, business or accounting or finance — though a master’s degree is desirable. The city is looking for eight years of “progressively” responsible administrative experience in municipal government with five years as a city or county manager work also being “preferable.”
Prior to the city’s switch to a city manager form of a government, its last city administrator, Dan Holler, resigned unexpectedly in late August and has since moved on to be the interim city manager of Mammoth Lakes.
While Grass Valley looks for its first city manager, its representatives have hired Jeff Foltz as its interim city manager at a rate of $65 an hour. Foltz previously served as Grass Valley’s interim city administrator prior to Holler’s 2008 hiring.
