The Nevada County Planning Commission is expected to make a decision Thursday on a large retirement community development predicted to alter the economic and geographic face of south county.
Rincon Del Rio, is a proposed continuing care retirement community project located one-half mile east of Highway 49, just south of the Lake of the Pines community.
The proposal calls for the development of a 215-acre site that encompasses four separate parcels near the Bear River that are currently undeveloped. The project as currently configured will provide 345 attached and detached housing units. The development would be clustered on a 40-acre envelope located on the western half of the site with the remaining 170 acres to remain as open space with potential recreational options.
Proponents of the development say it will fulfill a niche in the market and keep senior citizens in the community longer. Opponents claim the development is too large, will adversely impact traffic patterns and destroy the rural way of life for many of those that live in proximity to the project.
Members of the planning commission, which already convened for a lengthy meeting in late January, asked planning staff to look closely at the need for a large sewer pipeline along Rodeo Flat, issues with the 15-year phasing plan for the project and allowing for public access via a trail along Bear River.
On Thursday, the planning commission will decide whether to accept planning staff’s recommendation to accept the Final Environmental Impact Report, which is tantamount to approving the project. If the project is approved by the Planning Commission, that decision may be appealed by opponents, in which case the board of supervisors would provide or withhold final approval.
Planning Director Brian Foss said Thursday’s meeting is not expected to take as long as the approximately seven-hour meeting in January, as the staff presentation will be truncated due to everyone’s familiarity with the issues. Instead the meeting will bring focus to the issues raised by the public and the commissioners in previous meetings, Foss said.
Approval of the project will require two amendments to the Nevada County General Plan and amendments to certain chapters of the Zoning Code.
