Progress report coming on Nevada City camping ordinance

A progress report on the implementation of Nevada City’s homeless-curbing camping ordinance is expected at tonight’s city council meeting.

Nevada City Police Chief Jim Wickham is scheduled to give the council an update on the progress of the no-camping regulation since its December enactment.

The ordinance put Nevada City’s estimated 60 homeless people in a position where they could either seek a police exemption where authorities determine whether the public space a person is camping on provides for adequate health and safety standards, or be subject to citation.

When the ordinance was passed, Wickham indicated the committee of health and homeless service officials would only dole out around 16 exemption permits, which allows holders to camp legally on public property.

The ordinance is subject to periodic review to ensure its effectiveness in curbing illicit activities within Nevada City’s borders.

Council members also are slated to review the city’s strategic plan tonight, a framework that includes five three-year goals, performance measures and specific objectives. The plan was crafted by staff, council and the planning commission on Aug. 21, 2012, presented to the public on Sept. 26 and subsequently adopted.

Among the highlights of the plan are an objective to keep the Nevada County Courthouse downtown, increased beautification and betterment of the community and achieve financial vitality and stimulate economic growth.

Along those lines, the city will also review its mid-year financial report based on the first and second quarter of fiscal year 2012/13.

Nevada City’s council will meet in public at 6:30 p.m. today at Nevada City Hall, located at 317 Broad St. Agendas and staff reports are available on the city’s website, nevadacityca.gov.
