Federal marshals arrested a high-risk sex offender who had failed to register, and allegedly discovered a “decent amount” of methamphetamine in his vehicle, Wednesday afternoon. Nathaniel Opondo Hubbert, 31, has been out of registration since October 2012, according to the Megan’s Law website; the nature of his conviction was not available.
