Proponents hold meeting tonight on Grass Valley tax measure

A public meeting will be held tonight to discuss the merits of Measure N, a ballot measure proposing a half-cent sales tax increase in Grass Valley.

Presented by the Committee For Yes on Measure N, the meeting will be begin at 6 p.m. at the Nevada County Contractors Association, located at 149 Crown Point Circle.

As property values and sales tax revenues decreased, the city’s general fund budget has declined from $12.5 million in 2007 to $10 million in 2012.

Designated for restoring core public safety services and repairing deteriorating city streets, Measure N will add an estimated $2.4 million dollars to the City budget in the first year.

If passed, Measure N establishes a maximum 10-year period for the sales tax increase and provides that the increase may be eliminated if the economy improves and revenues return to pre-recession levels.

Funds generated by Measure N will be governed by the Grass Valley’s city council, guided by an independent citizen’s oversight committee.

The City Council’s priority expenditure plan includes:

• Police: Sworn police officer staffing has declined since 2007. Measure N will allow the hiring of five new officers and capital funding for essential safety equipment.

• Fire: Staffing has been reduced and is inadequate to provide immediate fire suppression without aid from other, more distant, fire departments. Measure N will allow for four additional firefighter positions and funding for replacement of aging fire engines and emergency equipment.

• Streets: Current gas tax revenues are not adequate to fully repair and maintain the City’s 50+ miles of streets. Measure N will provide an estimated $700 thousand annually for repair and maintenance of local streets.

Measure N will restore essential public safety services and street maintenance.
