Old armory in Nevada City to be auctioned off

An old armory building in Nevada City is up for auction after years of would-be occupants’ attempts to make use of the dilapidated eyesore at the corner of Ridge Road and Nevada City Highway/Zion Street.

“I’ve been trying to generate interest so someone does buy it and fixes it up,” said Nevada City Manager David Brennan.

“It has a lot of potential for commercial and public uses.”

The former Nevada City Armory has been declared surplus State of California real estate that is up for a sealed-bid auction, with bids postmarked no later than Dec. 6 or delivered in person on that day no later than 5 p.m., according to Karen Patche from the state’s Department of General Services.

“Basically, it (goes to) the highest price, but there are other considerations that we look at,” Patche said.

“We are required by code to obtain highest value.”

Located at 161 Nevada City Highway, the property is approximately 1.54 acres and contains a 10,664-square-foot building with two points of access from Nevada City Highway.

“It looks smaller from the outside, but when you get into it, it is quite big,” Patche said.

The property was most recently the home of Nevada County Television, otherwise known more popularly as NCTV. Before that it was the Imaginarium of Nevada County, an educational facility operated by the Nevada County Superintendent of Schools.

Since NCTV’s relocation, the armory has been eyed as a cold-weather warming shelter for the homeless and a feeding center and even considered by NCTV again as it looks to relocate.

The roof is the building’s most apparent challenge as it suffers from multiple leaks, according to Brennan and NCTV members, who had to keep tarps over their equipment there during storms.

However, Brennan noted that the roof’s disrepair is potentially outweighed by the strong-boned structure of the old building, which was designed for military purposes.

The property is also limited by zoning, Brennan noted. It is zoned for public use, so any other use would require a general plan amendment, which Brennan said could cost between $4,000 and $10,000 to complete.

The street access is another limitation, Brennan said, as the property currently exits into the middle of an irregular intersection with more stop signs than incoming roads.

“The city is not interested (in submitting a bid) because we don’t have a use for it,” Brennan said.

“There is no  point in spending a lot of money as a public agency unless we have a use for it.”

But Brennan noted that at least six “serious” potential bidders attended a recent open house of the property.
