Council takes step toward smoke-free parks



Nevada City Council members asked city staff at their Wednesday meeting to draft an ordinance to ban smoking on city property, including parks and trails.

“It's overwhelmingly in the best interest of our community to have smoke-free parks,” said Councilwoman Sally Harris, who asked staff to look into the possibility of installing containers that would allow smokers to dispose of cigarette butts on public property without littering.

Other council members pointed to the difficulty of enforcing a smoking ban.

“A lot of people look at smoking as a way to get rid of who's at Calanan Park,” said Councilwoman Barbara Coffman. “It won't change the conduct. They'll move along in front of other storefronts.”

A 2007 resolution banned smoking in Nevada City parks on a trial basis. After staff writes a rough draft of an ordinance, council members will discuss the issue further.

In other news:

• Council members also reviewed the wording of a draft ordinance to ban medical marijuana dispensaries. Councilman Robert Bergman said he worries the wording is too loose and might bar legitimate medical marijuana cooperatives. Council members approved of his suggestion of defining dispensaries as storefronts.

• A resolution was passed to change the regular meeting time for the council to 6:30 p.m. from 7 p.m. The next council meeting is set for Wednesday, Dec. 9.
