Governor signs bill to keep records on ammo sales



Gov. Arnold Schwarzenegger has signed a bill requiring vendors of handgun ammunition to keep more details on their customers.

The controversial bill, Assembly Bill 962, was spearheaded by the Brady Campaign to Prevent Gun Violence and written by Assemblyman Ken De Leon of Los Angeles. It will require sellers of ammunition to keep a log of sales, store ammunition safely and securely, and require face-to-face transfers of ammunition sales.

Penn Valley residents Amanda and Nick Wilcox were instrumental to the bill's signing, having volunteered as legislative co-chairs and lobbyists for the California chapter of the Brady Campaign.

The Wilcoxes became increasingly active in the prevention of gun violence after their daughter Laura was murdered by Scott Thorpe in a shooting rampage Jan. 10, 2001. Three people were slain in Grass Valley and Nevada City that day.

Schwarzenegger signed the bill, citing the demonstrative improvement in public safety.

“These (ammunition) records have allowed law enforcement to arrest and prosecute persons who have no business possessing firearms and ammunition: gang members, violent parolees, second and third strikers, and even people previously serving time in state prison for murder,” the governor stated in an e-mail to the Assembly.

Having this bill just makes sense, Amanda Wilcox said.

“I think a lot of what opponents said about this legislation, a lot of the claims they made, were inaccurate,” Wilcox said. “I'm not sure why the gun lobby seems to be interested in letting criminals stay armed.

“This bill is about keeping dangerous weapons out of dangerous hands.”
