Staff cuts, concessions could balance Grass Valley budget



Grass Valley could balance its budget for the upcoming 2009-10 fiscal year with more staff cuts and concessions from city worker unions.

Going into tonight's City Council meeting for the upcoming budget, City Administrator Dan Holler and Assistant Finance Director Deborah Sultan projected a $981,000 general fund deficit. They will recommend cutting or not filling two to three jobs and slicing staff hours to save up to $390,000.

With city employees still in negotiations for the fiscal year which starts July 1, “a reduction in cost is anticipated,” Holler's report to the council said.

“The final amount is still undetermined but should account for the majority, if not all, of the remaining deficit,” the report said.

The council also is expected to formally protest an expected state raid on city coffers of $672,000 to help shore up California's $24.3 billion deficit.

Faced initially with a projected $1.55 million deficit for the fiscal year, the city already has eliminated its parks and recreation staff and curtailed programs.

The city also chose to not replace its finance director and a public works employee after they left.

Two fiscal years ago before the economy went sour, the city of Grass Valley employed 132 people. That number dropped to 117 for the current fiscal year and is expected dip to 111 for the coming fiscal year.

The main problem for the city has been a decrease in sales tax funds, as people spend and travel less during the nation's economic downturn. Property taxes also have dropped as home values plunged.
