Ballot measures to make the Nevada City clerk and treasurer elected positions both failed Tuesday.
Measure W, aimed at appointing a city clerk, failed, garnering just 47 percent of the vote.
Measure X, which would have made the treasurer an appointed position, garnered just 40 percent of the vote in favor.
Voters may have been about both measures and voted "no" for that reason, former Nevada City Mayor Steve Cottrell speculated.
"I was not surprised at the results," said Cottrell, who proposed W and, along with city Treasurer George Foster, argued against Measure X.
"The measures were put on the ballot, the voters have spoken and made their decisions," Cottrell said. "I never second-guess the voters, and I don't expect (the measure to appoint a city clerk) will appear on a ballot again in my lifetime."
