It’s an apparent horse race for the Grass Valley City Council election Nov. 4, but Sally Harris will face no opposition for a vacated spot on the Nevada City Council.
Grass Valley Mayor Mark Johnson did not file by the 5 p.m. deadline Friday, according to City Clerk Kristi Bashor; Johnson previously had announced he would not run.
The only incumbents who had filed by Friday were Lisa Swarthout and Janet Arbuckle.
Johnson’s decision not to file means the race is still open for others until 5 p.m. Wednesday, because state law extends the deadline unless all incumbents file.
Grass Valley has at least six apparent candidates vying for three open council positions. They are title company employee Yolanda Cookson, who already turned in enough signatures to qualify for the ballot; former city planning commissioner Terry Lamphier, theater employee Rachel Rue and Ed Yarborough.
Yarborough did not file any biographical information with the city. When called by The Union about his candidacy, he said, “I’d rather not comment at this time and please don’t call again.”
Grass Valley voters also will weigh in on two growth-related initiatives that have qualified for the November ballot. A proposed sales tax increase did not make it.
In Nevada City, Harris had her signatures verbally verified by the county this week, according to Deputy City Clerk Corey Shaver. That makes her the only official candidate in the special Nov. 4 election to replace Sheila Stein, who vacated her council seat last spring.
It appeared Harris would be leaving the council when she did not refile for the June primary, when three seats were open. That changed when Stein stepped down to move to England, and Harris was appointed to fill her seat as an interim member until the November race.
Andrew Howard took out nomination papers, but did not return them by Friday’s deadline, Shaver said. City Clerk Niel Locke said he was unsure if Harris’ name will still appear on the ballot, and will be checking with county elections officials.
Nevada City voters also will decide on a proposition asking whether the city clerk and city treasurer’s positions should be appointed, rather than elected offices. The current city treasurer is George Foster.
