Supervisor Sue Horne has endorsed Alan Kilborn to replace her over Nevada County Planning Commissioner Laura Duncan in the race for the 2nd District seat.
Horne has decided not to run again for her supervisor's position and is in a race for the Republican nomination for the state Assembly District 3 spot expected to be vacated by Rick Keene. Her top opposition is Yuba County Supervisor Dan Logue.
The outgoing supervisor re-appointed Duncan to the planning commission in 2000, but she went with Kilborn.
"I have tremendous respect for both candidates, but Alan's credentials are very impressive," said Horne. "His business acumen is outstanding, he's strong on public safety and a strong supporter of private property rights."
Horne also cited Kilborn's Vietnam military service, his position on the Rocklin Police Department and his participation in the community.
On Monday Duncan declined to discuss Horne's endorsement of her opponent. "I have no comment," she said.
When Duncan announced her candidacy for supervisor in November, Horne said she had been a "very competent and dedicated planning commissioner."
Several days later Kilborn announced and Horne said he was "an outstanding community member," who aligned with her conservative views on property rights and limited government.
At the time, Horne declined to endorse either candidate. But she changed her position and endorsed Kilborn at his gala fund-raising dinner in her southern Nevada County district.
"With tremendous enthusiasm I formally endorse Alan Kilborn for your next District Two Supervisor," Horne said.
In an interview Monday, Kilborn confirmed he had donated $500 to Horne's campaign for Assembly in December 2006.
Kilborn said Horne had not contributed to his supervisorial campaign, and she paid for her own dinner at his fundraiser Saturday, where she endorsed him.
"We must continue to trim our county expenses in balance with the economy and continue to become more efficient in our county services," Kilborn said at the fundraiser.
Without studying the county budget, Kilborn said Monday he was unsure where any cuts would come in. However, he did say, "We need people in each department to say 'How can I make my department more efficient.'"
Kilborn is the training manager for the Rocklin Police Department. Duncan is the former deputy city manager for Yuba City.
